In addition to the State Clearances required in the United States, there are additional clearances and documentation needed to adopt internationally from a non-Hague Convention Country.
This form is used to classify an orphan, habitually resident in a non-Hague Convention country, who is or will be adopted by a U.S. citizen as an immediate relative of the U.S citizen to allow the child to enter the United States. The petition is filed by the U.S. citizen who is adopting the child.

The Hague Convention on the Protection of Children and Co-operation in Respect of Inter-Country Adoption (Hague Adoption Convention) is an international agreement to establish safeguards to ensure that country to country adoptions take place in the child’s best interests. The Convention entered has been enforced in the United States since April 2008. The Hague Adoption Convention applies to adoptions between the United States and the other countries that has signed the Hague Convention Treaty.
The purpose of a letter of reference for adoption is to give the adoption officials objective information about the parenting abilities of the applicants. Three to four reference letters should be collected and address the following:
